Chapter One: Introduction

1.1 Background of the Study
Unemployment remains one of the most pressing socio-economic issues in Nigeria, particularly in Gombe State, where economic activities are often limited by infrastructure challenges and low industrialization (Mohammed & Adamu, 2023). The Nigerian Constitution guarantees the right to gainful employment, which is a fundamental aspect of the right to an adequate standard of living. However, despite these constitutional provisions, Gombe LGA continues to face high unemployment rates. This study aims to evaluate how effectively constitutional law is implemented in addressing unemployment in the area, considering policies and interventions aimed at improving job opportunities and the overall economic environment.

1.2 Statement of the Problem
While constitutional law guarantees the right to employment, the high levels of unemployment in Gombe LGA suggest that these provisions may not be fully implemented. The lack of industrial development, inadequate job creation policies, and limited skills development programs are among the contributing factors to the persistently high unemployment rate. This study will investigate how the implementation of constitutional provisions on employment affects the unemployment situation in Gombe LGA.

1.3 Objectives of the Study

  • To assess the effectiveness of constitutional provisions aimed at reducing unemployment in Gombe LGA.

  • To evaluate the role of government policies in addressing unemployment in Gombe LGA.

  • To propose strategies for enhancing the implementation of constitutional law to address unemployment in Gombe LGA.

1.4 Research Questions

  • To what extent have constitutional provisions contributed to reducing unemployment in Gombe LGA?

  • What policies have been implemented to address unemployment in Gombe LGA, and how effective are they?

  • What strategies can be adopted to improve the implementation of constitutional provisions on employment in Gombe LGA?

1.5 Research Hypothesis

  • H₁: The implementation of constitutional provisions on employment has had a minimal impact on reducing unemployment in Gombe LGA due to ineffective policy enforcement.

  • H₂: Government policies have not sufficiently addressed the root causes of unemployment in Gombe LGA, such as lack of skills and infrastructure.

  • H₃: Strengthening policy implementation and providing skills development opportunities will significantly reduce unemployment in Gombe LGA.

1.6 Significance of the Study
This study is significant because it will provide valuable insights into the effectiveness of constitutional law in addressing unemployment, particularly in rural and underdeveloped regions like Gombe LGA. The findings will be useful for policymakers and stakeholders involved in employment creation and economic development in Nigeria.

1.7 Scope and Limitations of the Study
The study will focus specifically on Gombe LGA, Gombe State, and will evaluate the implementation of constitutional provisions related to employment. Limitations include the challenge of obtaining comprehensive data on employment rates and government interventions in the informal sector.

1.8 Operational Definition of Terms

  • Unemployment: The condition of individuals who are able and willing to work but cannot find a job.

  • Constitutional Law: The set of legal provisions derived from the Nigerian Constitution that protect the right to employment and economic development.

  • Policy Implementation: The process of executing government policies intended to address specific social or economic issues, such as unemployment.
